Trusted 11.0 password Life Time resets

We have 11.0 trusted. Our Passwd Aging is enable w/ these param.
Time between changes 1
passwd expiration time 180
passwd expiration warning time 14
passwd life time 190
admin creates new user and sets passwd the passwd life time is reset to 0
This is strange...

It sounds as if the system is setup so that new users have to automatically change their password after they log in for the first time. This would not be unusual. If the user changes their password, does the password life reset to 190?

No it does not reset. This has to be done by an admin. It is an issue that I must solve. If you know how to set the passwd flag for changing the passwd the first time to off this might help.

In Sam under the auditing and Security group click the system security policys button.

There should be a button that says Password Aging Policys.
In that menu Uncheck Expire All user passwords immediatly.

That should set the flag for you.
