Trying to switch user fails

hi,
I am building a new SAP system on my Itanium system running HPUX 11.23, i have created 2 new users oraebp & ebpadm. As root i can switch to the oraebp user ok and the env variables are fine, when i try to swich user to ebpadm iget the following error.
su - ebpadm
sendsig: useracc failed. 0x200000007f7ffe00 0x00000000005000

Pid 15194 was killed due to failure in writing the signal context - possible stack overflow.

Illegal instruction.

I have checked the env variables and they all look ok.
