Tuxedo error

Hi guys
ERROR: _tlog_open: _gp_tblopen: VTOC
not initialized

i have just installed Tuxedo8.1 and it installed fine but when i try to start it i get the above error message, i have tried to do a search on bea website and don't find a great deal to help and nothing on forums website, has anyone seen this and knows the answer.
is it a file locked from earlier installation.
