Please make sure that rlogin is working between all the nodes in the cluster.
Also check the existance of /etc/cmcluster/cmclnodelist.This file should have the entries of all nodes like given below,
nodename root
nodename root

execute cmruncl -f
it tries to initiate cluster in any node .

Please check your rlogin (.rhost)between the nodes in your cluster.
Please check also your inetd. Check the identd line, sometime it has # in the begining of the line.
