unable to login in server, icapd:error

Hi,
I am not able to login into my server as a root. OS name-11.31
The following error i noticed in my syslog flie-
Sep 11 19:03:00 apollo syslog: icapd: ERROR: The following low-level error occurred:ERROR: The following low-level WBEM error occurred: PGS00414: Connection
timed out.
