Unable to start child process PSPUN
We are running PeopleSoft 7.5 (PeopleTools 7.58) with their delivered BEA Tuxedo 6.5 on HPUX-11.0 and MicroFocus Server Express 1.11.
At periods of the day users see the following message on their PeopleSoft Panel - "Unable to start child process RSRUN." If we shut down one Tuxedo domain, the problem goes away immediately. We have met/exceeded all recommended OS kernel settings. We have applied all patches recommended by HP, PeopleSoft & BEA.
We have 10GB of RAM and 12GB of swap - plenty of each is available when the problems occur. We increased: maxssiz, maxdsiz, nproc, nfile, ninode & several other settings.

Can you post your kernel parameters? Also, how many users do you have and how many processes are running at the time your users see this message?
Do you have "glance" available to watch the system?
What about threads, have you increased these parameters? And "maxfiles"?

There are around 900 processes running when we observe the problem (nproc=1620) and around 400 "users" connected (maxuser=500). MAX_THREAD_PROC=4096, MAXFILES=2048.
We do have Glance running and are not exceeding any limits (that we can find).
Attached is the "kmtune" output (some calculations may be required.)

Everything looks good to me. I'd try bumbing up maxfiles up to 4096. Maybe it has something to do with the number of sockets "Tuxedo" has open.
