updatediaglif
directory is missing.
I am trying to run:
mkboot -b /usr/sbin/diag/lif/updatediaglif -p ISL -p AUTO -p HPUX -p PAD -p LABEL /dev/rdsk/c?t?d?
Is this a patch issue, do I need to download a patch to install this directory?

updatediglif & updatediaglif2 are executables - not directories.
SO if the /usr/sbin/diag/lif directory is not there then you need to load the Support Tools bundle - OnlineDiag

Run getconf KERNEL_BITS to see whether you're 32 or 64 bit.

As I recall, you need to make sure that the OnlineDiag bundles are installed:
