you can get this patch

Please note that PHKL_21595 has a dependency -- PHKL_16751

PHKL_16751 also has dependencies of PHCO_12922, PHCO_10826, PHNE_13287, PHKL_16957,
PHKL_17013, PHKL_17254, PHKL_17858, and PHKL_23419.

These patches probably also have dependencies, and have probably been superseded by other patches.

It is not just a matter of downloading a single patch. You really should do some research and make sure you get ALL the patches that are required.
