On machine A, the /etc/shutdown.allow file is as follows (The dash indicates the begin and end of the file):

usera
userb
userc
root
------
The permission of this file is bin:bin and the permissions is 644
When I attempt to shutdow the machine as user root I get the following message:
User root not allowed to shutdown this system (machine A) -- exiting shutdown
Machine A is setup as a trusted machine.
Machine B has exactly the same shutdown.allow with the same permissions, but this machine does not have the shutdown problem. Machine B is not setup as a trusted machine
What is the problem with the shutdown in Machine A?

According to the shutdown(1m) man page the shutdown.allow file requires the following syntax:
systemname username
ie:
MachineA root
MachineA usera
MachineA userb
