Use sam to configure the kernel parms or edit /stand/system if you know
which parms to modify. Your system may use a fixed number of users, or may be based on a calculated value. I would modity it in sam if I were not 100% sure.

If you don't care about disk quotas, you don't need to worry about this.
Also beware that if you need to coexist with pre-10.20 HP-UX in terms of NFS mounts, etc.
the limit is lower, since these older releases only used 16 bits for the UID.
