So far, I haven't been able to get anything to work. The settings I'm using are:
8-N-1 , Xon/Xoff, at 9600 - connecting using a 9 pin serial cable.
What else am I missing to make this work?

is the serial a cross-cable ?
Did you plug it in the "console" jack ?
I know these are trivial questions, but your setup looks right, so we must check connections...

SolutionOnce you have the right cable all you have to do is press the dail button in your hyperterminal session. You will be prompted for a console logoin.
This is still touchy and it might be difficult to invoke a recovery shell or complete an install this way.
A dumb terminmal or web console would be better. I've done what you have, because I have a throwaway 9000 box in the basement(to my wife's unhappiness as she calls it my Mistress).

How do you set a 700/96 to VT100 mode?
I'm doing a new install from media, and when it gets to the first install menu, it is trashed.
