Veritas scales very well, but has a steeper learning curve than NetBackup. Its mainframe-style batch scheduler will drive you nuts.
Aside from that, it works surprisingly well. It's compatible with a huge assortment of tape hardware, and will give you peak performance from your hardware once tuned a bit.
It's the only backup package I've used (ADSM, Omniback, Legato, homebrew, Amanda, and countless other bit-players) that I'll actually recommend.
Spend some time reading the manuals and you'll save yourself lots of pain.

Legato has some more features and more supported hardware. Veritas supports more clients.
Check first if your hardware and software is supported.
Then check which one you find easier to use and administrade. AFAIK there are trial versions of both available.
If you are still not sure, check for prices (buy, support, hotline, education).
