very slow scp

I am on system X trying to scp a 35MB file to system Y. I use the command scp /tmp/file.depot root@Y:/tmp/file.depot
Then I am prompted for a password to get into Y
but when the transfer starts it, the file, is only going at about 250k/s and drops lower.
Both network cards are set for 100FD with autoneg off and yes, they are on the same subnet. But when I do the same command from Y going to X the speed is 15MB/s
Does anyone else have this problem?

These boxes I am dealing with are both A500s
