VFS_MOUNTROOTs panic on 10.20

After a system failure I had to install a minimum system on the boot disk and restored the original kernel and operating system files from a backup. After going through this process I end up having problems booting in certain/all modes. While Document Id KBAN0000028 explains the various causes and resolutions of this panic, I would like a better understanding of what I am doing that causes this panic.

If anyone can shed some light or help me better understand what I am doing that causes this problem I would very much appreciate it.
