VME Backplane Transfers

I am using the HP-UX 9.05 OS trying to ftp data across the VME64 BPN to a HP-RT. I should be getting close to 80 Mbps and can only get 8 Kbps across. Is there some way to get a better transfer rate? Is there something in the setup I need to change?
