I just build up a 11.23 system in rp3440 with two local disks only. When systems boots up, it sends out the message "vmunix: NOTICE: mod_fs_reg: Cannot retrieve configured loading phase from KRS for module: cifs. Setting to load at INIT". After it, the messages are:
* The module 'rng' has been loaded.
* The module 'fdd' has been loaded.
* The module 'dmpaa' has been loaded.
* The module 'dmpaaa' has been loaded.
* The module 'dmpap' has been loaded.
* The module 'dmpapg' has been loaded.
* The module 'dmpapf' has been loaded.
* The module 'dmpjbod' has been loaded.
* The module 'dmphpalua' has been loaded.
* The module 'dmphdsalua' has been loaded.
* The module 'ipf' has been loaded.
In the end, the system comes up ok.
* The module 'rng' has been loaded.
* The module 'fdd' has been loaded.
* The module 'dmpaa' has been loaded.
* The module 'dmpaaa' has been loaded.
* The module 'dmpap' has been loaded.

It's a relatively obscure error message that I can't even google.
I'd say based on the text its a CIFS related issue and you may wish to remove and reinstall CIFS/9000(Samba).
Beyond that I'd run a full set of hardware diagnostics, check the /var/adm/syslog/syslog.log file and consider a response center call on this. They have access to information the peer to peer forum's do not have(not often I will say this).

If you have CIFS client version A.02.02 installed, then this is a known issue on 11.23 system. This message is a minor warning message and it does not impact the operation of the HP CIFS Client product in any way.
I would suggest you to contact HP Support to know if there is a fix or when a fixed version is available.
