As Pete pointed out, the rx6600 doesn't support vPars. This is documented in the vPars ordering and configuration guide:

The rp54xx was an exception in that it is the only HP server which isn't cell based to support vPars. rp54xx and rx6600 aren't really related in any way.
If you want to run multiple OSs on this system, look at Integrity Virtual Machines which are supported on rx6600:

Sorry , rx6600 doesnot support vpar and for Itanium series supports starts from rx7620 onward to Intigrity SD's.
You can check the attached file (vpar supported hardware.jpg) for details.
