Solution
As far as I can tell, there is no longer a free version of the VPAR software. There used to be, but I can't find it.
11iv1 vpar info here:
http://h20392.www2.hp.com/portal/swdepot/displayProductInfo.do?productNumber=T1335ACE
Some documentation on VPARs is here:
http://h20392.www2.hp.com/portal/swdepot/displayInstallInfo.do?productNumber=T1335ACE
It does appear that the rp7410 IS supported.
Additional VPARs documentation is here:
http://docs.hp.com/en/hpux11i.html#Virtual%20Partitions
VPAR marketing info:

Re: VPARS
Vpars is a purchaseable product.
There used to be a free downloadable trial version, but this was removed some time ago.
Your rp7410 is a cell based server, so is a supported server.
