VUE to CDE conversion

Hi,
We are porting our product from HPUX10.20 to HPUX11.0. We were linking against libXvh.a and nls libraries under /usr/vhelp on 10.20. Since, 11.0 doesn't support vhelp we need a tool to convert our source code to link against the new dthelp or htmlhelp libraries.
Please suggest where and how we can get this conversion tool. We have purchased the Developer's bundle for 11.0. Does this tool come as a part of it? Or do we need to purchase some other software bundle?
