vxvm

i am trying to update my knowledge of vxvm and have tried to run the vxvmconvert coammand to change one of my lvm filesystems to vxvm.
but it fails saying
The Volume Configuration Daemon (vxconfigd) is either not running or not enabled.
Please correct the problem before re-running vxvmconvert.
i have tried running vxinstall, it asks for a license, i thought vxvm was standard with hpux11i.
i have also tried to run vxvn-startup start, this seems to work but them i still get the same error out of the vxvmconvert script.
can someone show me where i am going wrong.

Not worked full-fledged on VxVM.

But it is a licensed product. Are the liceses in place for VxVM??
