If so who removed it??

Here's two choices:
(1) recover it from your Ignite 'make_tape_recovery' backup:
# mt -t /dev/rmt/0mn fsf 1
# tar -xvf /dev/rmt/0m /usr/sbin/wall
(2) Download and install patch PHCO_28718 which is an updated 'wall' binary.

Solutionwall should live in /usr/sbin; there should also be a man page for it.
Does the man page still exist?
Was wall on this system previously?
Have you got a make_tape_recovery or make_net_recovery of the system, if so it could be retrieved from there. Otherwise you could see take a copy from another 11.00 system if you have one.

/usr/share/man/man1m.Z/wall.1m
or simply ..
# man wall
If it does the wall executable should be in /usr/sbin (perm=-r-xr-sr-x owner=bin:tty). If it's not there you might want to find out if it has been deleted on purpose. To replace it you can copy from an existing 11.0 machine.

One thing that does anoy me is someone not admitting that they made a mistake, making a mess of trying to fix it or just not saying anything.
I do not bite, so if the told me I would give them assistance and guidance.
But if the don't then they must suffer the wrath of Princess Paula and fuzzy bits are in danger.

Since you have lost your binary, do yourself a favor and download the latest patch I suggested for 11.0 (PHCO_28718). It fixes a potential security (DOS attach) issue anyway!

Even if he is your boss a removal of a system command is a serious matter.
If you are the sysadmin then tell him you are improving security and give him just basic rights, to pacify him ensure that he can get higher rights(even root) by going to the safe and signing out the system root lever passwords envelope (this should be there anyway.

I'll get the patch. Unfortunately, the only other machine we have running HP-UX is an E45 that I just rebuilt. We're a pretty small shop...
As for the non-technical comments...Politics is a funny and dangerous animal. We'll have a closed-door session this afternoon.
