What causes set_fixed to report errors?

Hey all, we use Unicenter TNG, which seems to check set_fixed to find hardware issues. My question is, how does set_fixed check for hardware issues? Is there an STM log I can check for more details about the problem?

TNG is reporting CPU issues on one of our production boxes, and I'm pretty sure the issue is false 'cause there's nothing in the chassis logs, but I'd just like to know what set_fixed is looking at that indicates a problem.
