It is a SAM process.

Is someone logged on and using SAM?

If not, you can kill the process.

Is someone in sam?

ps -ef |grep 9837

Re: what is /usr/sam/lbin/cmenu?

There was a common error with certain versions of SAM: cmenu takes about 100% cpu usage.
Last time I killed process with no problems at all.
