jetadmin has been replaced by HP Print Installer (which can also be downloaded from the HP website):

Try this to download jetadmin from hp's ftp site,

ftp ftp.hp.com
Username : anonymous
Password : your_email_add
bin
cd /pub/networking/software
get HP10d621.SD (for 10.20)
get HP11d621.SD (for 11.0)
bye
