why exptm=-1 appears when exptm is set

why exptm=-1 appears when exptm is set

on a system with multiple users the answer to getprpw -m exptm userid comes back with various answers. ie one users get exptm=28 and a different user get exptm=-1. Checking both users, the password aging is enabled and both accounts are active. Why does exptm come out as -1 as man page indicates that it is not set in the database (?).

Another thing to add is that when I run pwconv there is no affect on the exptm. So where is the -1 coming from and how do I get it updated in the database?
