Is it possible to limit XDMCP connection(Exceed) to 1 session from 1 IP address of 1 user?

Do you want a remote-side restriction or a desktop-side restriction?
For the desktop site, consult the Exceed documentation.
For the remote-site my first idea is to not use xdmcp but use a similar construction as used in the past (before xdmcp) with X-terminals (like HPs envizex boxes, however, they did xdmcp). There each X-terminal needed its configuration and hence is limited by nature to 1 session for 1 ip-address. I'm sorry I donnot have details on this, my start would be around the Xservers file (/etc/dt/config/Xservers or /usr/dt/config/Xservers).
That leaves out the 1-user restriction. This can either be done by automatic login (which violates every security...) or by restricting everyone to login except the registered user. This is part of the login used.

For the exceed side single connection: donnot use the broadcast option, configure the direct connection. That does not limit the number of connections but it does force the connection between the same machines.
