diasable reboot by user logged in through gnome at console

How can I disable a user from rebooting the system once logged in through gnome. I have removed the options from the login screen, I have required the root password if the user types reboot, halt or poweroff from the commandline. I can not seem to limit a users ability to click or

Any help would be appreciated.

Console permssions. You should be able to remove the file '/etc/security/console.apps/reboot', and it will stop it, but to be sure, you might want to modify '/etc/pam.d/reboot', and comment out the 'pam_console.so' line.
