How to extend the number of physical volumes in a
count restricted volume group

You don't.
You back up the data and rebuild the volume group. There are options in the vgcreate command to limit the number of physical volumes.
lvm by default configures itself to spread the number of physical extents over a large number of disks. The behavior limits tings.
Also the extent size can be used to alleviate this at vgcreate time. making the extent size bigger than the default (4 MB) does permit you larger amounts of data in a single volume group.
