Solutionten years ago I'd have asked You to try vga-copy for block level repairs.
it's still available, but I'm not sure if it'll help - and I doubt it will run in Windows

On linux, start of with a dd if=/dev/rfd0 of=/tmp/disk.img ibs=84 conv=noerror
(ibs=84 *should* be right, but I'm not absolutely sure)
Also, there's the "Coroner's Toolkit" which might help really rescueing data data of the disk.
Also carefully check for dust on the medium.

it is extremely basic and uses a DOS based interface, has countless options and will make image files for attempts to recreate data on a new media.
it should be found in older BBS systems or archives.

other things to try are; try different drives. for some reason, and error in one drive is not always an error in another drive. likewise, when the error occurs, eject the disk enter it again and press retry.
also from day long past i remember a retry setting. where you could set the # of times the os should try to read a bad sector before spawning the retyr, ignore, cancel dialog. setting that really high and leaving it running for a few hours might do something.
most of the time though you will have lost your data on that sector.

At some point it's better to give up and hand it over to a data rescue company or re-order the product contained on it.
