IOerror: HTTP Error 403: Forbidden

Good morning all, I would like to know if someone would be kind enough to help me to find the error that I'm getting once I have allocated a static IP instead of using dhcp in RedHat Fedora 9.0, I can't use the online update also can't browse the web. Using dhcp is not a problem to go out, but using a static IP I get the error HTTP Error 403: Forbidden. I have checked every possible configuration file where the IP is configured, the domain name and the gateway, but I don't seem to find the main problem. I am new learning about Linux, so every help is really appreciated; I will give points for taking the time to respond.

Go through the configuration file and look for the Static IP address.

Then look at the error_log file.

You will see a meangingful error that will tell where the problem is.

Probably a combination of the ip addy in httpd.conf and an alias is pointing to a directory that either does not exist or doesn't have other read priviledges.
