We are searching vendor to provide packet filtering function , we are consider to buy a product (eg. 3com ) directly or setup a Linux server , the below is typical functions of the product , can linux do all these functions ? thx

You can try "IPCop".

IPCop is a Linux distribution specific for Firewall.
Provide to Firewalling, packet filtering, and more.

It is light, run on a Pentium 2 233Mhz with 128Mb ram, manage Lan, Wan, Dmz and more.
