Booting WinPE on DL380 Gen 9

I'm trying to use the latest version of the ADK to create a custom WinPE image.  I cannot get it to boot over the ilo.  It starts booting and just hangs at the progress animation.  It boots fine in a Hyper-V VM.  I've loaded every driver I can think of.  Has anyone gotten this to work?

I downgraded the adk to 1703 and it works fine now.
