Fake ISP?

Could someone tell me if this is an ISP located in Australia? I have tried to figure out how to do a trace, but have been unable to do so.
This is related to someone making an outlandish claim on a other type of forum.

The IP Address is: 61.68.163.106. The host name is: 61.68.163.106.

Yes, it is Australia IP.
You can use http://www.dnsstuff.com or http://www.arin.net/whois/ tools
