Lotus Notes 6.5.1 and Tivoli Access Manager

When data is keyed into form, hit submit button, sporatically and not every user gets the error, data does not get placed on the HTTP headers etc. and a content-length: 0 is shown, and a weird looking "Authorization: Negotiate TlRMTVNTUAABAAAAB7IIoAcABwAmAAAABgAGACAAAABIMTgyOTlOVDRUUlBB
See attachment for entire HTTP code sent directly from the browser (IE).
I have users that have NEVER received the error using the same DataBase in the same manner, using the same junction which goes to Access Manager then Cisco CSS load balancer.
IBM has looked at HTTP debug traces and they are saying it is not them.
Next week, we are going to take CSS am TAM out of the loop and try direct to DOMINO for a couple of weeks.
