Problem running hpteam.cpl in Windows 2008 X64 Core

When I run hpteam.cpl it opens a Window stating that CPQTEAM.exe has stopped working.
My only option is to Close the program

I'm seeing the same problem on w Windows 2008 R2 Server core install with v9.90.17

Tried an over installation as sc does not support uninstallation and rebooted but not good. Any suggestions ?
