Rapport Sotware on Compaq T30

I have never been able to get Rapport to work correctly with the 75 Compaq T30's we use at our site. Half of them will not respond and we have liscenses for them all.
When I call Compaq for support they tell me to call Rapport, then Rapport will tell me to call compaq. Has anyone else ran in to this problem?
