There are two IP addresses on the system.I want users only use one IP to access the system using FTP.but can't use another IP.What can I do?

You can define the Ip address to use for FTP with
$ TCPIP set service FTP/ADDRESS=x.y.z.t
Then the FTP Service will listen only for the address specified
