Advanced Server 7.3B on OpenVMS Alpha 8.2
I tried installing this (following VMS upgrade that broke 7.3A), and got:
Portion done: 0%...10%...20%...30%...40%...70%...90%
%PCSI-I-PRCOUTPUT, output from subprocess follows ...
%DCL-E-OPENIN, error opening SYS$SYSROOT:[SYSUPD]PCSI$CREATE_RIGHTS_IDENTIFIER.COM; as input
-RMS-E-FNF, file not found
%PCSI-E-ERRCREIDENT, error creating rights identifier NETBIOS$ACCESS
-RMS-E-FNF, file not found
%PCSI-E-OPFAILED, operation failed
Terminating is strongly recommended. Do you want to terminate? [YES]
Unsurprisingly, AS didn't function after this...
It looks like I'm missing some PCSI functionality that AS requires. Any ideas ?

Found it in the notes for VMS82A_PCSI-V0300 .
The earlier patch deleted the file.

If you have the backup of this file...
PCSI$CREATE_RIGHTS_IDENTIFIER.COM;
you just replaced that to the desired location SYS$SYSROOT:[SYSUPD] and try again with system account...

Sure, but since I found the problem referred to in VMS82A_PCSI-V0300, I just installed that and fixed it all.
IIRC, PCSI$CREATE_RIGHTS_IDENTIFIER.COM isn't the only file that gets removed.
