I believe you may wish to use Fail Safe Loader (FSL)? If so this should help:
Turn off the system. Unplug the power cord from the power supply and wait 15 seconds for the power supply capacitors to drain.
Remove the enclosure top cover to access the system board.
Locate system jumper J8 in the corner near the TOY clock. Install the jumper on pin 2 on J8.
Replace the top cover, and plug the power cord into the power supply.
Insert the firmware CD-ROM into the CD-RW drive.
Turn on the system and check the console terminal for progress messages.
At the >>> prompt, boot the firmware CD-ROM.
At the UPD> prompt, enter the update command. Enter Yes to the "Confirm update" prompt.
After the update is complete, turn off the system and unplug the power supply.
Remove the top cover, and reset the jumper on pin 2 of jumper J8 to the parked position.
Replace the top cover, plug in the power supply, and turn on the system.

I tried it all - and failed. Even with J8 set, the systems does not come to the >>> prompt, no way to replace any firmware.

That seems to be the only solution - but it is difficult to find someone in Germany. Any hints for Europe?

HP of course, but this might not be the right place to fix a hardware used mainly for hobby use - but maybe the only place for DS15s ?!?
