I would like to use AMDS under OpenVMS 7.3-1, but the tool does not found the library files. Could I install only this files, so that I don't need to reboot the whole cluster?

SolutionAMDS only needs to have the library files on the AMDS console (or data analyzer) node, i.e. on the node where you run your 'AVAIL' command.
That node would typically not be part of your cluster, so you could just install the most recent version of DECamds V7.3-2A on that node. It may be possible to just extract the required library files from the current DECamds PCSI kit.
You could also use Avalability Manager V2.4-1 on a suitable OpenVMS Alpha or Windows system as a data analyzer.

Only Availability Manager will be further enhanced. DECamds is unlikely to see any further development.
I view Availability Manager as a nice tool to help in certain aspects of system management (process hangs, cluster hangs, performance monitoring etc.) and see no problem in running such a tool on a Windows System. Actions performed by Avalability Manager on the OpenVMS nodes being watched are mostly readonly, so there should be no risk involved. The driver installed on the OpenVMS systems (SYS$RMDRIVER) is the same for DECamds and Availability Manager, it's only the GUI (=Data Analyzer or Console node), which makes the difference.
