DCPS V2.5 on the OpenVMS Alpha V8.3 Layered products CD. It is on the OpenVMS I64 V8.3 Operating Environment DVD.
It is not on the hobbyist kit.

You need a support contract. It is not freeware.
You can forget about various Dcps licences, it is no longer needed.
