I'm assuming I can just do the firmware upgrade without an upgrade to VMS at this time. Is that correct?
Back to DFO, here's my detailed problem.

yes, you can always upgrade the FW without having to upgrade OpenVMS. Upgrading OpenVMS sometimes requires a firmware update though.
re: %DFG-W-UNRECOVERR
If the $EXPREG system service fails with EXQUOTA, it indicates, that the process has exceeded it's pagefile quota.
You will probably need to increase DFG$PGFLQUOTA in DFG$SATRTUP.COM, see

I increased that parameter and I am defragging a disk as I write. Thank you for the assistance with both the DFO and analyzing the dump files. I will be updating the firmware this week.
