ftp client-to transfer to VMS/VAX
Please suggest me ftp client which will be able to transfer to VMS/VAX not only files(as WRQ reflection) also folders too with recursive mode.
In case of using SecureFX something happens wrong - after transferring some files SecureFX hanging up.Is it possible in general using SecureFX as ftp client ?

There are a wide range of ftp clients. The original post seems to imply a Windows platform.
In that case, have you tried using Filezilla?
For future reference, it would be helpful if the IP stack and version for the OpenVMS system were included in the posting.

You have no network and no access security here, and your client's login user and password are exposed in cleartext.
ftp is largely incompatible with modern IP networking tools and technologies and security, and particularly has issues with traversing typical firewalls. (Any firewalls here will need the ephemeral port range open, or the firewall will have to perform deep inspection into the ftp traffic.)
As for your question, upgrade your ftp client to current (assuming that's not already been done), and try your tests again.
Or alternatively, load and use FileZilla. This Microsoft Windows client works with the standards-compliant but largely functionally-incompatible directory syntax presented by the standard VMS ftp tools. Most other ftp tools don't, or don't work well with the VMS syntax.
This question also arises with some frequency, so some combination of search terms should provide some existing discussions and options via Google or Blekko or other search engines. Something like these searches:
/OpenVMS windows ftp client/
/OpenVMS windows ftp client site:hp.com/
