instalation or release notes are the part of the installation kit.
Here is the answer of OpenVMS wizard
Use the VMSINSTAL tool to install the kit, the VMSLICENSE tool to
register the license PAK (if needed), and then invoke the TCP/IP
Services configuration tool via UCX$CONFIG; via TCPIP$CONFIG on
more recent releases.
Please see the available TCP/IP Services installation manual for
installation and configuration details and options. The version
of TCP/IP Services you will install will be sufficiently old that
the manuals that are on-line for the current version of TCP/IP
Services will not be entirely helpful, thus you may want to look
for a version of the manual that matches the (older) version of
the product that will be installed.
Best approach: upgrade to the current OpenVMS VAX release and to
the current TCP/IP Services release.

After 7.1-2 you use product install.
Then you run tcpip$config and answer the questions.
You will need your network mask, address, and network information.
In fact, during upgrades of VMS it will ask if it should install tcpip. It won't configure it, tcpip$config will do that.
