%JBC-F-PRCREAT, error creating process

Can anyone help me know what this error means and what cause it? I have a VAX8350 running VMS 5.5-2 and anything I hit on the system console or through a telnet session gives this message. I cannot get a boot prompt or anything. Thanks, Dudley M.
