Kill Service

How do I just not disable a service in TCPIP Stack but Kill it? I want to to disable a NETBACKUP Client BPCD... VMS 7.3.2 See below

Service Port Proto Process Address State
BPCD 13782 TCP BPCD 0.0.0.0 Disabled

depending on your TCPIP stack, but AFAIK Ian gave the correct answer for HP's TCP/IP services.
