Should it be possible to have contact with the DECserver through console connection on port 1, without OpenVMS?

you should see messages on port 1 during power-up of the DECserver 700. You cannot issue any commands on port 1 before the DECserver has loaded it's software image (from the OpenVMS system or - eventually - from internal flash card).

I agree, but if network has a lockdown on all traffic and ports, the only one to answer the question would be Geir's network administrators.

I think that I should see something on the console terminal , but I did not.
The odd thing is that I have two DECserver with same behaviour.
Geir- You cannot use a Cisco Console Port cable. I tried that too. Blue Cisco cable, part no. 72-3383-01. That's why I ended up making my own cable. Albeit, you could just go and buy one, but, I happened to have supplies on hand. I would suggest replacing your serial console cable. That should get you the console error codes.

The problem was wrong cable. I could not use
standard console cable (cisco consol cable).
