So I think there are not enough ports or links for these connections. What must I do, how can I increase the number of the links or ports?
I hope somebody can help me.

NCP> SHOW KNOW LINK ! shows active links
NCP> SET EXE MAX LINK nn ! sets max. volatile
NCP> DEF EXE MAX LINK nn ! sets max. permanent

Currently Active Connections = ...
In which context does this error message get returned ?
There may also be a shortage of other OpenVMS-related resources.

SHOW NSP ALL CHAR
SHOW OSI TRANSPORT ALL CHAR
will show some things that can be changed by
@ SYS$STARTUP:NET$CONFIGURE ADVANCED
start with max connections.

if you look at the documentation (DECnet-Plus NCL Reference Manual Chapter 20.4.4 Event Message):

you could see, that Maximum Connections already active would be reported with a different error code (0x43).

I've looked in "DECNet Plus Problem Solving". Chapter 6.8 "Correcting Insufficient Resource Problems"
With
show nsp all
I've seen 200 maximum transport connections and with
show osi transport all status
I've seen 197 active connections
so I think I'm on the right way. Or am I not?

so you might be running out of OSI TRANSPORT connections...
MC NCL SHOW OSI TRANSPORT ALL will show both Current Connections and Maximum Transport Connections.
You could increase this parameter dynamically:
NCL>set osi trans maximum transport connections 201

if you need to increase the OSI transport maximum transport connections, you may also need to increase OSI transport maximum remote NSAPS.
You would want to check, whether all those OSI transport connections (i.e. links) are really required for your applications:
NCL> SHOW SESS CONTROL PORT * ALL
It might be easier to use the NET$MGMT DECnet-Plus Motif network management tool when looking at 'links' etc
$ SET DISPL/CREATE/NODE=your-node/TRANSPORT=your-transport
$ MCR NET$MGMT
