I've managed to find a program that can write MS Word files - www.keypak.com.

Sorry to insist on my previous post.
With FOP you receive also a merge utility. FOP has incorporated XSLT and with XSLT you can program a merge. I write a simple example which creates a PDF (or any other supported output format) which has each page formated as follows:

Where and are extracted from the input file. The input file is an XML formated file which can be easy written by every language and some databases has also the ability to write the contents of a query direct in XML format.
The command to produce a pdf is:
$ FOP -XSL LETTER.XSL -XML CUSTOMERS.XML -PDF LETTER.PDF
This is only a simple example, but when you became familiar with XSL you can write quite sophisticated converters and outputs including graphics.
