open vms 7.3.2, kgpsa, firmware: SS3.20X7
it works on the other card in the server (same type and same Firmware.)

SolutionIt is possible that that adapter gets blocked right at the Fibre Channel switch port if WWN-based zoning is set up. Another possibility is LUN masking / device mapping within the Fibre Channel/SCSI bridge that connects a parallel-SCSI tape to the Fibre Channel infrastructure.

From the firmware revision, it sounds like you have a KGPSA-BC Fibre Channel adapter, which is 1 GBit anyway.
I have not seen such a thing for some years now, but you might need to change the topology (from memory):
